In order to reduce the pressure on urban land, promote the intensive utilization of land, and to promote the development of urban and rural areas as a whole, LUTRG Policy (e.g. Linking Urban-land Taking with Rural-land Giving Policy) came out. At present, there are big differences in the concrete implementation method of LUTRG, so there have been different patterns in the practice. According to the difference in the key drivers and participation levels of every interest subject, the practice can be divided into three patterns:government-led pattern, market-based pattern and peasant collective self-determination pattern. Against this background, it is necessary to choose the most appropriate pattern based on the specific situation to improve the efficiency of the operation and allocation, and to improve the fairness of the benefit allocation.Based on this purpose, this paper tries to analyze the appearance reasons and the application conditions of different patterns of LUTRG.Firstly, from the purpose and deep meaning, this paper studies the background of the LUTRG, concludes the causes of the different patterns, points out the research question, and analyzes the research status in this field.Secondly, this paper analyzes the transaction attributes that may influence the transaction costs obviously, analyzes the advantages of each pattern to reduce transaction costs, and preliminarily judges the application conditions of these three patterns.Next, this paper takes the cases from Jiaxing, Zhejiang Province, Shayang, Hubei Province, and Chengdu, Sichuan Province to verify the conclusion above, and compare the three patterns from the perspectives of marketization degree, the quota of farmers’ income and transaction costs.At last, this paper gives the conclusions and corresponding suggestions.
