The Construction And Countermeasures Of Low-carbon Consumption Pattern In China

At present, in order to deal with the problem of the worsening environment, it hasaroused wide concern from all countries to promote sustainable development of the economy,advocate low-carbon economy and change model of consumption. The low-carbonconsumption, as a new consumption pattern initiated by the humankind confronted with theproblem of worsening environment and energy pressure, which is scientific,environmental-friendly and sound. It is based on the concept of low-carbon in theconsumption, both meeting people’s consumer demand and protecting the environmentand saving energy. That is not only the requirement of improving the quality of globalenvironment,but also the request of sustainable economic development.The research on the low-carbon consumption pattern in China started relatively late,lacking corresponding theories and practical experience.The concept of low-carbonincreasingly attracts people’s attention, however, high-carbon consumption pattern, such as"one-off consumption","excessive consumption","luxury consumption", is often commonin our daily life. And in the field of production, high energy consumption phenomenon isoutstanding, low-carbon lack of consumer goods. People know little about the concept oflow-carbon, and the construction of low-carbon consumption pattern meets with manyproblems, such as lack of the law system,bad management, insufficient recognition fromenterprises, low consciousness of low-carbon from residents, which leads to trouble inpromoting the consumption pattern of low-carbon.With the rapid growth of economy,environmental problems such as the consumption of energy,land desertification have arisen,especially the fog in the large area of China in recent years, which makes people deeplyrealize the seriousness of the pollution of the environment, and the urgency of getting rid ofthe traditional high-carbon consumption pattern.Not only the government or organizations butalso all should be responsible for environmental problems. Shifting the unreasonableconsumption pattern to the low-carbon consumption pattern, is the only good way ofcontaining environmental degradation and relieve the energy pressure.This article, based on the background of development of low-carbon consumption pattern, analyzed the connotation, characteristics,and current status of development oflow-carbon consumption pattern, and did research on the problem of low-carbonconsumption in our country. Learning from low-carbon consumption pattern in foreigncountries,combining the real situation of our country, the author put forward some measuresfor constructing the low-carbon consumption pattern in China. The article includes four parts:Part one, Introduction to the Theory of Low-carbon Consumption Pattern. This part,withthe background of production of low-carbon consumption theory. And the theory oflow-carbon consumption was elaborated,with the study of other related concepts carriedout,and the characteristics of the low-carbon consumption analyzed in the article.Part two, the Current Situation of Low-carbon Consumption and the Analysis of theNecessity of Changing Consumption Pattern in China. This part,based on the further study ofthe current situation of the low-carbon consumption,analyzed restriction of low-carbonconsumption from government, enterprises, consumers in our country. It pointed out thenecessity of the transformation of the mode of consumption with the serious environmentalpollution.Part three, the Study of Low-carbon Consumption Pattern in Foreign Countries and theEnlightenment. This part mainly did research on policies and measures of building oflow-carbon consumption pattern in the United States, Britain and Japan, including making oflaws and regulations, increase in financial subsidy and development of new energy. Throughthe summary of the successful experience of carrying out low-carbon consumption in thosecountries, some revelations of improvement and building of the low-carbon consumptionpattern.Part four, Some Measures for Constructing of the Low-carbon Consumption Pattern inChina. This part, on the basis of study of present situation problems and constraint of thelow-carbon consumption in China, made suggestions from three aspects such as thegovernment, enterprises and consumers to promote the development of low-carbonconsumption and building of low-carbon consumption model, in order to make somecontributions to the building of low-carbon consumption pattern, according to China’s realconditions.Part five, the Conclusion. This part included the summary of the full text and theprospects of the development of low-carbon consumption pattern.
