International and domestic academic articles about the relationship between the change of farmland property rights and agricultural productivity in Hungary study is less than other topic. While the attention to Hungary’s agriculture in the1990s was once very high, but Hungary agriculture appears to be gradually fade out the line of sight of scholars both at home and abroad in recent years. The argument that whether the large-scaled needs farmland privatization is increasingly is upgrading. Hungary’s land policy gradually aroused people’s interest.After World War Ⅱ,the Hungary government forced farmers join cooperatives,"compulsory requisition" resulted in the decrease of farmers’ production enthusiasm, and agricultural output went down, the agriculture development also had a regression. After that, in the1970s, as the government adhere to lead farmers join cooperatives through the voluntary way. The agriculture productivity development has brought the attention of the whole world. And the privatization started in late1980s led to the domestic agricultural great recession. In this seventy years, the agriculture development in Hungry has both gain and loss. This article will count each policy of farmland property rights, and analyze its effect on agricultural development. Based on the changes of farmland property right under the change of farmland scale in Hungary, we can see how the farmland scale influence on the agriculture productivity. Then we can get the process that farmland property right changes affect agricultural productivity. And it will systematically explain the role of farmland property rights changes played in the transformation of agriculture. In this paper, the span of time is very big, so there will be many new conditions can be found, so that this article can give some policy recommendations advancing with the times. Then on this basis, we draw a conclusion that large-scaled management is the way for the development of agriculture. And the land system innovation which according to historical conditions is the driving force for the large-scaled farmland and agriculture development.
