Performance Analysis And Policy Research On Urban Affordable Housing System In China

Almost every country in the world, no matter what level of its development, lookson their residents’ housing problem as an important people’s livelihood problem, whichnot only affects the country’s economic development, but also has relationship with theharmony and stability of the society. In order to solve the housing problem of the urbanresidents, our government gradually promotes the housing system reform process, andreduces the intervention directly by the administrative plans form the government, as aresult, the market mechanism plays a basic role in the real estate market. However, as ameans of regulating the housing resources allocation, the market mechanism is notperfect. There exists market failure inevitably. It is difficult to solve the problem of thelow-income groups only through the role of the market regulation. Especially with therapid growth of the urban housing prices of our country in recent years, the housingdifficulties of the low-income groups has been more and more prominent, resulting inmore and more social contradictions related to the housing problem. Therefore, in orderto solve the housing difficulties of the low-income groups and promote social harmonyand stability, our government launched the system of the affordable housing. To a certainextent, our town affordable housing system contribute to improve the housing difficultiesof the low-income groups in our country. Our affordable housing system, however, alsohas some limitations, one the one hand, the policy itself is not perfect, on the other hand,it faces the problem of effective implementation. The performance of the implementationof the policy has been difficult to be satisfactory.In conclusion, it is a far-reaching significant thing to analyze comprehensively thehistorical evolution and the status of the affordable housing system in China, andaccording to the actual circumstances of the affordable housing system at present, torethink the innovation of the system and to explore building a more perfect system of ouraffordable housing system. From the theoretical perspective, this paper though buildingperformance analysis system of the affordable housing system in our country, deeplyanalyzes the implementation performance of the affordable housing system in ourcountry. To a large extent, it makes up for the theoretical research deficiency of the affordable housing system in our country. It not only helps to perfect the theoreticalframework system of the affordable housing in our country, enrich the theoreticalresearch achievements of the affordable housing in our country, and also providetheoretical foundation for perfecting the social security system in our country. At thesame time, to a certain extent, this paper also helps to establish and perfect the laws andregulations related to the construction of the affordable housing system in China. From apractical sense, the theoretical study of the affordable housing system can better serve thesocial practice of the affordable housing construction, and better safeguard the basichousing needs of low-income groups, promoting them to live and work in peace andcontentment and promoting the steady development of the harmonious society in ourcountry. It also can help to find and solve the problems existing in the affordable housingsystem in China and find the feasible solution.In recent years, our government and the vast scholars pay more and more attentionto the development of the affordable housing system for urban residents. However, thereis no scholar conduct a comprehensive performance analysis on the affordable housingsystem in our country. This paper tries to start with analyzing the historical evolution andthe current situation of our urban affordable housing system. And establish innovativelythe performance analysis system of the affordable housing system to analyze theperformance problems of our urban affordable housing system. The main contents of thispaper can be summarized as follows:First, the important reference of this paper. This paper introduces the main researchcontents and achievements on the affordable housing system from the domestic andforeign scholars, and objectively reviews on the domestic research, which is one of theimportant references of this paper.Second, the basis of this paper. Firstly, this paper reviews the history of theaffordable housing system in China. Secondly, though interpreting policy and combiningwith the concrete practice in our country, this paper analyzes the current situation of theconstruction of the affordable housing in our country. The analysis of this part lays asolid foundation for the following parts.Third, exploring the performance of the affordable housing system in China. Thispart establishes the performance evaluation system of the affordable housing system in our country. This paper designs the weights of the index system according to theimportant degree of the index system in the affordable housing system in our countrygives an objective evaluation of the implementation performance of the affordablehousing system, and finally analyzes the cause of the poor performance of the affordablehousing system in China.Fourth, reference from the achievement of the affordable housing policies in thedeveloped countries.
