Housing is a basic human survival needs, and enjoying adequate housing is a basic human right. Therefore, efforts to ensure everyone in society to achieve housing, becomes the common aspiration of all countries. But in China, low-income people, particularly the lowest-income people can't obtain housing through the market–oriented means. An effective method to solve their housing problem is to establish the housing security system. The research object of this paper is the supplying system of urban affordable housing in China. On the basis of successful experience from China and abroad, this paper puts forward specific proposals to improve the supplying system of affordable housing.This paper first reviews the reformatory procedure of Chinese urban housing system. Summed up the reformatory procedure, Chinese housing market acquired a rapid development. At the same time, due to the imbalance of housing supply structure(the proportion of affordable housing is too small), the weak housing affordability residents'housing needs cannot be met, which becomes a pressing problem to be solved in Chinese urban housing system reform. Therefore, whether the supplying of urban affordable housing can operate effectively is the key to the Chinese urban housing system reform in new period. However, Chinese urban affordable housing has many problems in the target setting, project implementation, and the allocation review, such as the rigid pricing mechanism, difficulty to effectively audit qualification, and sandwich class housing problems. Because of the problems above, we need overall improvement of the supplying system of affordable housing.Developed countries formed five respects experience in the housing security work, such as forming the housing supplying market of two-track, attention to create system environment, gradually reducing the pressure of the government, taking different housing security models, and making long-term benefit policy. Some regions of our country are making the practice such as collective land constructing public rental housing, common property rights of economical and suitable housing. The success experience of housing security work from China and abroad, is a positive enlightenment for improving the supplying system of Chinese urban affordable housing.Based on the summary of existing problems and the reference of abroad success experience, this paper at the last puts forward three proposals, to effective improve and complement the original system, such as full support from the government, co-ordination of all types of affordable housing, and improving the pricing link, the specific proposals are: 1) the government should increase the attention degree of the housing security work, giving a full range of support, such as data, management, system, land and money; 2) uses the common property rights mechanism to achieve a seamless transition of affordable housing supplying; 3) uses the market-led pricing mechanism and ability to pay-led pricing mechanism to achieve affordable housing effective supplying.
