Housing problem is one of the basic people's livelihood issues; housing safeguard system is also the most basic livelihood security system. China's affordable housing system was introduced in 1990s, in the background of pursuing the homeownership rates and making those no homeowners and the housing difficulties have their own housing, which was an integral part of the housing commercialization. China's affordable housing system is one of an important means to solve the housing problem of the low and middle-income people, depending on the government using the basic theory of market mechanism, and it also plays a role in regulating the housing market and income distribution. In the implementation of more than 20 years of history, China's affordable housing system has already solved part of the housing difficulties of low and middle-income families, greatly improved the town of low and middle-income residents'housing level and suppressed the continued rise in commercial housing price to some degree. So at present, as an important part of urban housing system, affordable housing policy has a tremendous role in perfecting China's urban housing security system, maintaining social stability and promoting the healthy development of real estate industry.However, China's affordable housing system has made great achievements; at the same time, there also exists some phenomena that violate policy original intention and housing consumption security principles. For example, it is far from enough to meet demand, construction standards are out of control, house locations are far away from city center and there are great inconveniences to traffic and living facilities, the rich live in the affordable housing and so on. All these matters have produced harmful social consequences and put it into a dilemma on whether to keep or discard it. In 2005, the two meetings of the CPPCC national committee, Fu Jide proposed stopping developing economy affordable housing and forming a unified real estate market which the government directly provided needy families with financial assistance, as he thought that before the establishment of social credit system, the defects of affordable housing system would result in unnecessary loss to the country.This article attempts to analyze the deep reasons for problems of affordable housing from the methods of game theory, power rent-seeking, crowding-out effect and so on; meanwhile, put forward countermeasures of perfecting China's affordable housing system from short and long-term perspectives, the short-term perspectives mainly include truly regulating every link of affordable housing system'implementation, increasing the supply quantities of affordable housing, strengthening individual punishment of violation and establishing accountability mechanism of the government and relevant departments'illegal acts; the long-term perspective is based on the establishment of mutual property system, which are better to promote the development of China's housing security system and solve the housing problem in low and middle-income communities.
