Chinese economy has made considerable progress since the reform and opening up,however the lagging rural economic development issues have become an increasinglyprominent which is arousing growing concern of the government. In recent years, the centralgovernment has issued three “No.1Document“about agriculture, which fully reflects theparty and the country attaches great importance to agriculture issues. In21st century, thenational government gives positive response to public investment in rural areas. By year of2011the central government for the payment of public services in rural areas has exceeded1trillion yuan on appropriations to improve rural public facilities and services, so that farmersenjoy more and more benefits. However, China is a large agricultural country, thecomprehensive of rural construction is not an easy thing. There are a series of issues in frontof us. For example, investment is not balanced and of low efficiency, regulations are flawed,the supply of government does not correspond to demand of farmers. In order to address theseproblems the government needs to continue to improve public investment in rural areas, andimprove the level of public investment in rural areas. This paper applies the method ofquantitative analysis to research the Status of Rural Public Investment Satisfaction, whichmay provide a theoretical reference for the government to improve the level of publicinvestment in rural areas in the future.Based on existing research, this paper describes the concept of rural public goods andpublic investment in rural areas and makes assessment about methods of performanceevaluation, which gives an explanation of using entropy analysis. Next, the paper brieflydescribes the main problem exist on public investment in rural areas. Finally, the paperconstructs the index system of performance evaluation of public investment in rural areas, anduses the Entropy method to make empirical analysis on public investment in rural Satisfaction.Then, the paper identifies the weights of each factor on the impact of public investment inrural performance evaluation, and describes the overall performance of rural publicinvestment in Shandong, Jiangsu, and Zhejiang provinces. The main contents are following:The first chapter is an introduction, describing the background, purpose and meaning, domestic and foreign research review, research methods and technical route and other issues.The second chapter introduces the theory. On one hand, this chapter describes therelevant elaboration and concept of public investment in rural areas. On the other hand, thepaper ultimately selects the entropy method as an analysis method in this paper by theassessment of performance evaluation method.The third chapter makes a brief description on the status of Chinese rural publicinvestment and the main issues, pointing out major problems currently exist in Chinese ruralpublic investment including: the lack of supply, inefficient, inadequate funding, lack of soundregulatory mechanism and so on.The fourth Chapter builds an index system of rural public investment performanceevaluation according to the survey. The overall system is divided into four parts: rural publicservice system investment, infrastructure systems, environmental systems, education systems.The fifth chapter is the empirical analysis section of this article. Firstly, this chapterintroduces the method for calculating the entropy law, procedures and sources ofquestionnaire data. Secondly, this paper calculates the weight of each index using entropymethod. The weight of cultural and entertainment facilities, waste disposal, high technologyservices are heavy. Along with economic development, the living standards of farmers andrural residents increase, so that the need of enjoying the spiritual life becomes urgent. Finallythe article makes an analysis of the overall performance in Shandong, Jiangsu and Zhejiangprovinces. Jiangsu Province is the highest on comprehensive evaluation, Zhejiang is theSecond, Shandong is the third, and this paper made a brief analysis.Chapter six makes relevant policy recommendations. Based on the above empiricalanalysis, this paper makes policy recommendations, including democratic management, ruralroads, residential water and so on.
