Evaluation Of Rural Public Goods Quality And Its Influencing Factors

The rural public products is the foundation of "three rural" development, with external effect greatly for the long-term development of rural. With the rapid economic and social development, to enhance the comprehensive national strength, the government proposed to co-ordinate urban and rural development, the construction of new countryside and the equalization of basic public service policies, improve the rural public product supply shortage situation in the very great degree. However, be in the number of rural public product supply to alleviate the situation, the quality of public products is poor, has aroused great concern. Rural public goods is unity of quality and quantity. Its quality reflects the supply level of science and technology, production level, management level and cultural level, and it is also an important symbol to measure a country and regional coordinated development of urban and rural areas level. At the same time, the quality of rural public goods is the key to comprehensively promote the construction of new socialist countryside, will directly affect the construction of the country the stability, security and harmonious society. Therefore, this paper takes the rural public product quality as the object of study, and constructs the quality evaluation index system, through the evaluation of its quality and the analysis of the factors affecting the quality, put forward the countermeasures to improve the rural public product quality.This paper uses the theory of public goods and public choice theory as the theoretical basis, references service quality evaluation model-Servqual model, analyzes the applicability of the model is applied to the quality evaluation of rural public products, and combining the particularity of rural public product quality requirements by modifying the Servqual model, constructs the evaluation index system of the quality of public products in rural areas. Then the survey data in Hubei Province as an example to farmers, the public product expectation-perceived disparity from famers as principle, to determine the weight of all levels of quality index by using the entropy method, evaluation and Empirical Analysis on the rural public product quality. Finally, on the basis of empirical analysis, based on the impact of rural public product quality factor analysis proposed quality improvement suggestions.The results of the study show that, farmers have high expectation on quality of public products, and the actual perceived quality is generally low, there is a big gap between expectation and perception, the countryside public product quality score is not high, farmers are not satisfied with the quality of public products, rural public products quality needs to be improved. According to the results of evaluation on rural public product quality, this paper argues that the factors that affect the quality of the rural public products including demand expression mechanism, decision-making mechanism, supervision mechanism, public finance expenditure level, public service personnel’s quality and ability five aspects, and from perfecting of the five aspects in order to improve the quality of rural public products.
