Research On Performance Evaluation Of Government Investment Construction Projects

The world economic landscape is changing rapidly,the current internal support conditions and external demand environment of China ’s economic development require China ’s economic growth to “shift”.It is an effective way to achieve high-quality development of China’s economy by achieving "effective spending and effective accountability" on government fiscal expenditures.The continuous advancement of the “Belt and Road” strategy has a huge impact on cultural exchanges and dissemination in various fields.Our state has invested a lot of funds in the construction of cultural tourism projects,but the performance evaluation research on such projects needs to be further improved.This article takes the Mongolian medicine cultural tourism construction project as the starting point to improve the lack of performance evaluation research on government-invested cultural tourism construction projects.Based on the national policy documents and the characteristics of Mongolian medicine cultural tourism construction project,this paper sets 3 first-level indicators,10 second-level indicators,and 23 third-level indicators to constitute the performance evaluation index system of Mongolian medical culture tourism construction projects;the linear weighted method is used in combination with the analytic hierarchy process and the entropy weight method to weight performance indicators,experts weight the project’s scoring results to obtain the final performance evaluation score,which is divided into "excellent","good",and "pass" and "fail" four levels;taking the Manbaala Temple Mongolian Medicine Cultural Tourism Construction Project as an example,the rationality of the evaluation system constructed in this paper is proved.The findings are as follows:(1)Based on the existing performance evaluation indicators of the national and autonomous region governments,and combining the characteristics of Mongolian medicine cultural tourism construction projects,from the aspects of project decisionmaking,process management and project effectiveness,set 3 first-level indicators and 10 second-level indicators and 23 third-level indicators constitute the performance evaluation index system for Mongolian medicine cultural tourism construction projects.(2)Analytic hierarchy process and entropy weight method are used to comprehensively give weight to the performance evaluation indicators,taking into account both qualitative and quantitative factors to make the performance evaluation results more scientific and reasonable.(3)Taking the Manbaala Temple Mongolian Medicine Cultural Tourism Construction Project as an example,and substituting it into the performance evaluation index system constructed in this article,the performance evaluation score of the project was finally calculated to be 7.74,and the performance evaluation result was good.The performance evaluation process and results are analyzed to obtain the advantages and disadvantages of the project in the construction process.(4)The example can prove that the performance evaluation index system of Mongolian medicine cultural tourism construction project constructed in this paper has good operability and practicability,and can provide a reference for similar government-invested cultural tourism construction project performance evaluation work.
