Middle-level managers, as the scarce resource in enterprisemanagement, are either decision maker or executor. They connect the higher managinglevel and the lower employee in the enterprise. So if they have a comprehensive conceptmatching the orgnization object and good management ability and responsibilityconsciousness is related to the forever operation and future development of an enterprise.Along with the further reform in state-owned companies, QYS company, as a typical largescale state-owned comapny, devote itself to build its orgnization culture suited for itsinterior system for a long term. The company also constructs the core competitiveness,actively explores new systems for choosing, using and training the talents, attracts andremains the core talents, and selects the middle-level managers suited for its ownorgnization culture and enterprise spirit.This article combines the domestic and foreign application researches aboutcompetency, middle-level manager competency, talents test and competency model inhuman resource management. It analyzes the current selecting situation and exsitingproblems for QYS middle-level managers, and gives an idea for improving the QYSmiddle-level managers selecting system. By constructing a middle-level managersselecting system based on competency model, the article gives a clear way and method forselecting QYS middle-level managers. At last, the article raises the measures for selectingmiddle-level managers based on building the successor plan, performance assessmentsystem and training system, which provides new idea for the work of selecting QYSmiddle-level managers. |
