With the advancement of information technology, the rapid development ofeconomic globalization and the growth of e-commerce business. Globalized economicmakes enterprises face significant challenges to shorten delivery time, improve quality,improve services to meet individual needs and to reduce production costs and otheraspects. Logistics as "the third profit source" will play a major role under thisenvironment. Materials management is the core part of the manufacturing enterprisemanagement, meanwhile, as the main line through the logistics managementprocesses, materials management is the main source of "the third profit source" andespecially for manufacturing companies. Therefore, the performance evaluation ofmanufacturing enterprise materials management will help to reduce costs, and thenimprove the management level.In this paper, we took materials management performance of Qingdao CSSQShipbuilding Industry Enterprise for the study. We first described the theoretical basisof this study and the main method definition from materials management and processdefinition and performance evaluation processes, as well as three aspects ofperformance evaluation method. On this basis, we made a detailed analysis of thefeatures of materials for Shipbuilding Enterprise, and a detailed description ofmaterial management status of Qingdao CSSQ Shipbuilding Heavy Industryenterprise. Then, we used the Balanced Score Card approach to establish theperformance evaluation index system for materials management of ShipbuildingHeavy Industry enterprise, including financial dimension, customer dimension,operational dimension, and learning and growth dimension. This index systemcontains13indexes. Based on the index system, we proposed a performanceevaluation model with Fuzzy Comprehensive Evaluation Method and AHP. Finally,with the actual situation of Qingdao CSSQ Shipbuilding Heavy Industry’s materials management business, we evaluated the performance of materials management withthe proposed index system and model. The evaluation results indicate that theperformance of the materials management is just general performance, which, inaddition to a high performance of customer dimension, the other three dimensions areevaluated as general performance. Based on this, improvement measures are proposedfor the four dimensions, including the use of vendor managed inventory model toimprove the degree of use of third-party logistics and other measures.By studying materials management performance of Qingdao CSSQ ShipbuildingHeavy Industry, this article established the overall performance evaluation system ofmaterials management, to make up for a separate evaluation of the benefits ofpurchasing performance back against the phenomenon. In addition, based on theevaluation results of materials management performance of Qingdao CSSQShipbuilding Heavy Industry, this paper presents its corresponding performanceoptimization measure, and it has important practical significance to the rapid andsound development of enterprises.
