Research On Planning Management Of Residential Community In Zhengzhou City

With the rapid development of China’s economy and society and the accelerationof urbanization process, nowadays the urban construction proceeds quickly. As animportant public management function of government, the planning management ofurban construction reflect the city management level of government. The cityresidential communities are cells of a city, and their planning and construction notonly represent the level of the city’s development, but also are closely related toresidents’s life. But many violent conflicts exist between community residents anddevelopers and even the government because there are many problems in the cityresidential communities’ planning management, this phenomenon has been a populartopic, which is becoming the focus of the society. Therefore, analyzing the problemsthat existed in the city residential communities’ planning management and exploringeffective ways to solve the problems are of practical significance in improving thelevel of government’s planning management and building a harmonious society.Zhengzhou is the capital of Henan province and the representative of the centralcities. With the rapid progress of the urban construction, more and more cityresidential communities have been built in Zhengzhou, which guarantees the residentsto live and work in peace and contentment. But a lot of problems which exist in theplanning management of residential communities may trigger social disputes. Theincident that Yanfeng community in Zhengzhou city changed its planning is a typicalcase, which reflects the problems that exist in the urban planning management inZhengzhou city. Based on this case, this paper studies the planning management ofresidential communities in Zhengzhou city.With stakeholder theory, this paper analyzes the stakeholders in the incident thatYanfeng community in Zhengzhou city changed its planning: the government,developers and community residents. It discusses the reasons of problems that exist inthe planning management of city residential communities in Zhengzhou city, andthe main reasons are that the public know only a little about the government’s planning management to urban residential communities, the government’s discretionof planning managing the urban residential communities is exaggerated, the urbanplanning management lack effective supervision, the community residents can notparticipate in the planning management effectively, the phenomenon that thedevelopers profit excessively can not be curbed effectively, and so on.In combination with the actual conditions of the urban planning management inZhengzhou city, this paper puts forward measures to improve the planningmanagement of the residential communities in Zhengzhou city in four aspects. Firstly,it is necessary to perfect the mechanism of urban planning management, let the publicknow more about the planning management. Secondly, the government shouldstrengthen the supervision of the urban planning management, make the judicialsupervision, administrative supervision and social supervision play an important role.Thirdly, it is important to build a benign mechanism that the public participate inurban planning management, protect the legal rights and interests of citizens. Lastly,we point out the importance to establish the punishment mechanism, increase theintensity of punishment for illegal actions, and guarantee the authority of urbanplanning.
