The cultivated land resource is short in China and the number of medium-low yielded farmland islarge, especially in Northeast, medium-low yielded farmland area accounted for65%of the region’sarable land. With increasing pressure on food security, our country has become increasingly urgent toexplore the potential of medium-low yielded farmland, to introduce relevant documents and policiesabout comprehensive management of medium-low yielded farmland for many years.This research mainly done the following work: at the county provincial level, making use of unitarea yield of grain method and obstacle factor method to study spatial distribution of northeastmedium-low yielded farmland; using the method of unit area yield of grain to calculate medium-lowyielded farmland numbers and portions in different periods according to county data of northeast in1990-2010. Combining ArcGIS to draw the medium-low yielded farmland space distribution in differentperiods, analyze changing trend of medium-low yielded farmland quantity, spatial and causes; takeFuxin Mongolian autonomous county in Liaoning province for example to build medium-low yieldedfarmland comprehensive governance model.1. medium-low yielded farmland area in northeast by unit area yield of grain method, obstaclefactor method and land fertility grade method was1204.97,1613.45,2208.62ten thousand hectaresrespectively, accounting for65.19%,65%, and99.5%of the statistical total.Unit area yield of grainmethod is a relative concept; Obstacles method is an absolute concept.2. The medium-low yielded farmland of the northeast was divided into stains waterlogging, poortype, erosion, salt, sand and other types according to obstacle factor method at provincial level. Theproportion accounted for middle and low yielded fields were24.9%,15.2%,32.3%,15.2%,6.4%and5.0%respectively. The medium-low yielded farmland of Heilongjiang erosion, stains waterlogging andsaline accounted for the largest proportion; The medium-low yielded farmland area in Jilin was3.6111million hectares, the poor type accounted for the largest proportion; The medium-low yielded farmlandarea in Liaoning province was3.4639million hectares, poor and erosion type accounted for the largestproportion.3. County data indicated that middle yielded farmland mainly distributed in the central Songnenplains, the west Liaohe plain area, southern Liaodong peninsula and the Sanjiang plain. Low yieldedfarmland mainly distributed in the northwest of Heilongjiang, northeast east mountainous area and inSanjiang plain, rendering the flake continuous distribution with larger area.4. Medium and low yield farmland area portions fluctuated within a certain range, and its totalportion was63.8%-67.1%. High, medium and low production area presented a layer structure in spacevariation, the high-yield area core moved to the northeastward gradually, medium-yield area expandedto the peripheral low-yield area, which resulted in reducing of low yield area. Medium and low yieldedfarmland converted to each other under the influence of external factors, but the medium and low yieldfarmland area was not easily converted to the high yield area. 5. The "deep-straw returning on deep-coated" comprehensive governance model was summed upagainst the problems in medium-low yielded farmland. This model shows good results in soil fertilitycultivation, soil and water conservation, production promotion.
