Water project construction is an important task for a country, which plays an irreplaceable role in flood protection, water supply, economy and ecology from time immemorial. As the core of irrigation and drainage systems, government pays more attention to the construction of farmland irrigation and drainage, which may have a great influence on the residents’ water consumption and food security. In recent years, due to the problems of investment and spatial distribution of farmland irrigation and drainage, most areas are short of water. People can’t maintain their normal life, and food supplies reduced. So, it is necessary for the government to focus on the building process of irrigation and drainage systems, which is the key to relax the ravages of drought and prevent future disasters in Yunnan.In this paper, we chose several areas as samples from Yunnan. By the research of the general equilibrium theory and case analysis, we found the characters and the shortages of the spatial distribution of farmland irrigation and drainage. Besides, the result of difference-in-difference model indicates that the drought in Yunnan affects the villagers’ revenue seriously. Based on the previous researches, we built CGE models, which could help us analyze the effects of the spatial distribution of farmland irrigation and drainage. By the answers that models gave us we recommended some principles and strategies, which may help people find the best spatial distribution of farmland irrigation and drainage.Main research conclusions in this paper are as follows:(1) The present spatial distribution of farmland irrigation and drainage in Yunnan is unreasonable, and the efficiency of local public investment is also low.For decades local government has invested a large amount of money on the farmland irrigation and drainage, but the unbalanced development in different areas happened at the same time. Besides, the present spatial distribution of farmland irrigation and drainage can not resist the drought effectively, farmers may be the main victims of this problem. Based on the research we concluded that government should pay more attention to the spatial distribution of farmland irrigation and drainage.(2) The construction of farmland irrigation and drainage can promote the development of the area.No matter which area it is(medium drought area, heavy drought area and special drought area), the increasing investment of irrigation and drainage can increase the regional GDP, residents’ revenue and enterprises’ profit, which will then promote Yunnan’s development. However, owing to the different public investment strategies, some areas may develop fast, while others may be slow.(3) The construction of farmland irrigation and drainage may affect some special departments.No matter what the spatial distribution strategy it is, the construction of farmland irrigation and drainage may have great influence on some departments which heavily rely on the use of water, such as food department, cigarette department, restaurants and so on. Besides, if the public investment increased a little, the production of these departments would increase a lot.(4) The investment of farmland irrigation and drainage should base on the drought degree.Most money should be distributed to the special drought area(Xishuangbanna), while enough money should be allocated to the medium drought areas(such as Chuxiong, Qujing…)and heavy drought areas(Kunming, Nujiang and Diqing), the strategy may help Yunnan develop fast and achieve the city and countryside integration construction. Based on the previous conclusions, we suggested that it is important for the government to consider all the special situations in different areas, when it comes to the optimizations of the spatial distribution of farmland irrigation and drainage. Meanwhile, we also suggested local governments issue relative regulations of farmland irrigation and drainage as soon as possible, and perfect the sustainable investment mechanism. Only by the right strategies and the cooperation between government and famers, can we achieve the optimization of the spatial distribution of farmland irrigation and drainage.
