The research focused mainly on the employee in public institution for researching on the organizational justice, organizational trust and employee silence.During the beginning of measurement, we used the Organizational Justice Scale, workplace trust survey and employee silence behavior questionnaire,which had been proved with good reliability and validity. The organizational justice had4dimensions of procedural justice,distributive justice,interpersonal justice and informational justice;The organizational trust had3dimensions of trust on co-worker,trust on supervisor and trust on organization;The employee silence had3dimensions of acquiescent silence,defensive silence and ignore silence.In formal measurement,we obtained a sample of455participants.This study utilize SPSS13.0to reliability test,t-test,factor analysis,correlation analysis and mediated effect test, AMOS17.0to construct validity test, following conclusions was found:The first, the employees personnel’s characteristics,such as sex,education degree,seniority,etc,influenced the organizational justice,organizational trust and employee silence.The second, every dimensions of organizational justice had significantly negative correlation with acquiescent silence, informational justice had significantly negative correlation with defensive silence, procedural justice and interpersonal justice had significantly negative correlation with ignore silence.The third, organizational trust mediated the relationship between the organizational justice and employee silence.
