In the modern time, human resource is becoming the key resource for the enterprise development. It is the power for innovation. However, in the enterprises of our country, especially the state-owned enterprises, many employees choose to be silent. There are several reasons, include they think they should obey the orders from the leaders, they want to protect themselves, they ignore the company’s benefit and so on. The employee silence not only threats the employees’personal development, but also threats the company’s further development.In order to obtain sustainable competitive advantage, enterprises should build the interests sharing and development mechanism, create the people-oriented, mutual trust, open and fair corporate culture, break the employee silence and lead the employees to speak out their ideas and suggestions. This paper did some research on the employee silence in order to analyze the perception of psychological contract of employees of state-owned enterprises, the employees’ level of organizational trust and employee silence behavior characteristics to explore the relationship among the psychological contract, organizational trust and employee silence. This paper also proposed suggestions for the enterprises to improve management, create the full participation corporate culture and provided decision-making perspective.This paper based on a clue of "theoretical analysis-assumptions-hypothesis testing-analysis". First, research on the relevant material has been done and variable factors have been located including psychological contract and organizational trust as antecedent variables, employee silence as mediating variable factor. Second, the paper determined the dimensions of various variables dimensions, formed the frame of the study and proposed hypothesis. The third, the paper modified the classic scale and formed the questionnaire.The sample is the employees of state-owned enterprises in Tianjin and the sample size is263. On this basis, the study used the SPSS17.0to do analysis on the questionnaire data including the validity and reliability analysis, correlation and regression analysis. At last, the assumptions validation was analyzed and the specific management recommendations were proposed.
