With the rapid development of market economy, the win-win cooperation betweenlabor and capital has become the premise of the economic growth and social harmoniousdevelopment for labor relationship is a basic social and economic relationship. However,as the results of the fundamental changes of labor relationship caused by the greatchanges of the economic system, labor conflicts also become increasingly prominent.Salary collective negotiation is the internal demand of the market economy. Throughequal consultation between the employers and workers, different interests between laborand capital can both be satisfied so as to realize social equality and mutual benefits, and inthe meantime, reduce the gap between rich and poor, and promote economic developmentand social stability.From the perspective of salary collective negotiation mechanism and by takingFuzhou City as as an example, the paper, through the survey of the staff and workers ontheir knowledge, attitude and evaluation of the salary collective negotiation mechanismamong their businesses, designs the questionnaire for the construction of business salarycollective negotiation mechanism to find out the related factors that affect the operation ofsalary collective negotiation mechanism. Meantime, through site investigation, the paperselects several businesses at the grassroot-level in Fuzhou for case analysis. Thesebusinesses are prominent and effective on implementing salary collective consultationsystem. By analyzing the performance and difficulties they encounter during theimplementation of salary collective negotiation mechanism and on the basis of empiricalanalysis, the paper puts forward the corresponding countermeasures and suggestions topromote and improve the salary collective negotiation mechanism.Firstly, the paper introduces the research background and implications, describes theresearch methods and major contents. Meantime, the paper summarizes the related researches from home and abroad in the fields of pertinent theories of salary collectivenegotiation, the overviews of researches, as well as the research methods.Secondly, the paper describes the general situation of salary collective negotiationamong Fuzhou businesses, including the methods taken, achievements attained and thedifficulties faced when carrying out business salary collective negotiation.Thirdly, the paper introduces the design schemes, including questionnaire design,data collection, and empirical analysis methods. The paper analyzes the basic informationcollected from the questionnaire sample through descriptive statistic analysis from theperspectives of workers’ awareness, attitude and willingness on salary collectivenegotiation. Meantime, by combining field interview on the businesses at the grass-rootlevel, the paper implements case study on the achievements attained and difficulties facedduring the implementation of the salary collective negotiation.Fourthly, through the interview data and material, the paper finds out the influencingfactors on salary collective negotiation mechanism among Fuzhou businesses. Theempirical results show that the worker participation is not high, the union can’t play theleading role, the business owners do not support, government is not strong atimplementation, and legal support is lacking. Other factors also affect the process of thesalary collective negotiation mechanism among Fuzhou businesses.Finally, according to the results of empirical analysis, the paper puts forward thecountermeasures and the suggestions to promote the operation on salary collectivenegotiation. These include cultivating consultation culture, encouraging employeeparticipation, strengthening the power of workers, giving full play to theerepresentativeness of labor union, increasing publicity to obtain the business support,innovating and establishing multi-level salary collective negotiation mechanism, givingfull play to the government’s role, improving the legislation, and strengthening the lawenforcement.
