Since the implementation of the open policy and the establishment of the socialistic marketing economical system, the enterprise has become the subject of the market and contradictions of labor relationship are increasingly common, which impels us to seek the ways to deal with the labor conflicts. Learning the experience of the western collective bargaining in the course of exploration, we step on the road of collective bargaining with Chinese characteristics based on the concrete situation. Collective bargaining is regarded as the most effective way to solve the problem of imbalanced labor relationship characterised by "strong capital, weak labor". Since the All China Federation of Trade Union pushed forward the collective negotiation of salaries in2007, the coverage of collective negotiation has increased by a large margin. Then what is the function of this rapidly-established mechanism of collective negotiation? How to evaluate the collective negotiation of enterprise? All these have been the urgent problems to handle in the agenda of the collective bargaining, which requires us to set up the evaluation index system of enterprise collective bargaining.On the basis of analysis on the previous research and the laws and regulations about collective bargaining, we make a preliminary design of the enterprise collective bargaining evaluation index from the five perspectives, including collective negotiators, collective contracts, collective bargaining process and effects, and the trade union. We try to bring all kinds of indicators into the index system in order to avoiding leaving out any important indicators. Based on the initial set of indicators, indicators of discernment analysis, correlation analysis and other objective methods are used to select the representative and important indicators to avoid duplication and cross-index. After the identification of the index, we give indicator weight by means of AHP. Then we finally shape the collective bargaining evaluation index system which is made up of5level indicators and27secondary targets.After developing the evaluation index system of collective bargaining at the enterprise level, the applied research about the evaluation index was conducted by collecting data from three corporations of different ownerships in Hunan. According to our evaluation index system and methods of evaluation, we calculated the overall scores and the first-class index marks of the three corporations. The evaluation results reflect the evaluated enterprise current situation of collective bargaining, which means the mechanism of index are scientific, rational and operative.
