On November16th,2013,the third plenary session of the18th session of the central committee has passed the central committee of the communist party of China on deepen reform and certain major issue decision, it put forward three key problems on development of urbanization:people, fields, money.On December12th-13th2013, in the middle of the urbanization conference, Chairman Xi Jinping delivered an important speech, he has been cleared about the advance of urbanization in the new guiding ideology, main objectives, basic principles and key tasks, he determined six main tasks of the further advance of urbanization, Promoting agricultural transfer of population urbanization, improving the utilization efficiency of urban construction, establishing sustainable funding guarantee mechanism, optimizing the distribution and morphology of urbanization, raising the level of urban construction and strengthening the management of urbanization.In the process of urbanization, promoting the construction of small towns is the key link, Balance urban and rural relationship, promote the coordinated development of urban and rural areas, improve the efficiency of the urban and rural economy,promote rural development effectively,it is a great strategy to promote comprehensive development,it is one of the most fundamental and most effective way to solve the problem of agriculture, rural areas and farmers, it is also an inevitable choice for building a well-off society.Liaoyuan is a transformation of the national first batch of resource-exhausted city, located the central and southern part of Jilin province, development is the top issue currently, in the process of development, promoting urbanization construction is the important link. As the spanning development of industry and service, perfect infrastructure and public service, integration of urban and rural resources and rural surplus labor transfer, the timing of the propulsion of small towns construction has been basically mature, in addition, the construction of small towns is an important development path of urbanization, promoting the construction of small towns also has its subjective initiative and objective necessity. To promote the construction of small towns, it is necessary to handle the current and long-term, the speed and quality, development and people’s livelihood, development and protection, the relationship between industry and town, this is not a simple problem,it is important to require the system to study and get the support of science.On this, this article choose small towns construction of Liaoyuan city as the subject, and using the method of literature research, visiting research, SWOT analysis, comparative analysis and other scientific research methods,combing the existing literature and the basis of actual situation, we have carried on the deep discussion and analysis on specific questions about the construction of small towns, then puts forward the strategic selection of the targeted and operational countermeasures and suggestions.At present, for the definition and connotation of small cities and towns, different research angles have different standards, different scholars have different views. The author in this paper defined as all their jurisdiction for township or town of Liaoyuan city, administrative division scope at township level organizational system,it has collection, feeder, acceptance, radiation, cultivating,coordination, and other functions.From the level of economic development, employment, public services and infrastructure,we can say,on the whole, Liaoyuan is in the initial stage of urbanization and mid level,there is a big gap between the small towns, but the overall average is low,different types of small towns construction and development have different characteristics.First,suburban towns have scientific development plans, project effect is obvious, infrastructure and public services has effected by the central city of radiation,Second, the traditional industrial towns have strong industrial basement, urban functional and agglomeration effect,Third, the emerging industry of villages and towns have obvious location advantage, the ecological environment is superior, it has strong strategic cooperative enterprises.From internal factors, small towns construction development of Liaoyuan city has both economic transformation, location and human environment, geographical and human harmony advantage,but the urbanization level is low, the industrial supporting ability is weak, center town function is not strong, urban function is not perfect,capital, land and other factors restricting seriously.From external factors, small towns construction development of Liaoyuan has not only at the national level, provincial level and city level development opportunities, but also with threats and challenges from other provinces, the cities of province and the center city.In Liaoyuan city, each village and town should be given different influence factors in the development of small town construction with different rights, thus it can choose their development paths with stimulating strategy, reverse strategy, struggle strategy and conservative strategy.Small towns construction of Liaoyuan city should be guided by the scientific development, to accelerate the small towns transformation of resources city as the main line, insist on planning, prominent industry support, improve the basic conditions, strengthening the innovation drive, emphasizing the livelihood of the people,according to the core drive, the interaction between urban and rural areas,overall arrangement.We should persist in industrialization, informatization, urbanization and agricultural modernization,we should focus on the comprehensive coordination of population, resources, environment, we should have a new road of construction of small towns with characteristic, function, intelligent management modernization, distinctive, scientific development, let the urban and rural people of Liaoyuan city live a better life.
