Study On Countermeasures For The Construction Of Small Towns In Rural Areas Of Harbin City

The issues of agriculture, rural areas and peasants are always the key points concerning theoverall situation for the reform, opening up and modernization in our country. Accelerating theurbanization construction is an important strategic decision for the city, the province and the stateas a whole, focusing on the promotion of integration of urban and rural areas, aiming to realize thebalanced and coordinated development of urban and rural areas, which is also one of the key issuesneeding more attention to solve in current period in China.Focusing on the issues of construction and development in rural small towns in harbin, basedon relevant theories at home and abroad, combined with the practical situation in the constructionof harbin rural small towns, this dissertation takes the methods such as case study, status surveyand empirical study to give a research on the current situation of harbin rural small townsconstruction. On the basis of induction, deduction and comprehensive abstraction, it puts forwardcountermeasures and suggestions with practice to the construction and development of harbin ruralsmall towns.The concrete structure of the dissertation is as follows:Part one mainly discusses the background to choose the topic, offers the main problems,points out the importance of the construction of rural small towns in China, especially analyzersthe important significance in harbin to build rural small towns. At the same time it explains thecontent, methods, creative points, important and difficult parts during the process, so to prepare forthe following parts in the dissertation.Part two mainly explains the relevant theories and policies related with the the constructionof rural small towns. It starts from the relevant concepts, summarizes the research status at homeand abroad in this area, and at the same time gives an overall study on the related policies.Part three gives a study on the current situation on the construction of rural small towns inharbin. It starts from the analysis on the current situation of harbin small rural towns, summarizesthe features of the construction of harbin rural small towns. And based upon which this part brieflygeneralizes the main modes and achievements for harbin small rural towns, by this lays afoundation for the study in the next step.Part four gives an analysis on the problems and reasons on the construction of harbin ruralsmall towns. The dissertation deeply studies the existed problems during the process to build ruralsmall towns, by using evaluation criterion including environmental evaluation system and planningstrategic selection, analyzes the restraining factors in the fields of land, capital and industriesdevelopment, which offers theoretical basis for the countermeasures mentioned in the later texts.Part five tells the countermeasures and suggestions to speed up the construction of harbinrural small towns. Based upon the request from strategies “Northern Development, SouthernPromotion, urban revitalization and strengthening the counties”, the dissertation puts forward the ideas to focus on the40capital towns and central towns in harbin, to build a township systemwhich is rationally-structured, level-coordinated, clearly-functioned and with best combinationefficiency. Besides that it puts forwards further countermeasure and suggestions including makinga planning on multiple construction methods, new organism for multiple market investment andfinance, planning construction layout for small rural towns, and developing pillar industries etc.
