| Laying stress on agriculture and consolidating the essence is the basis of settling the people and the key to running the country.At present,the problems of agriculture,rural areas and peasants are still the fundamental problems in the development of Chinese society.In 2022,the central government’s document No.1 continued to focus on agriculture,proposing to promote rural revitalization in an all-round way,encouraging the development of processing industries,leisure agriculture,rural tourism,rural e-commerce and other new industries and industries,and extending the agricultural chain,expanding the multiple functions of agriculture and promoting the integrated development of primary,secondary and tertiary industries in rural areas.Liaoyuan,Jilin Province,is a resource-exhausted city that thrives on coal and declines because of it.In recent years,Liaoyuan has followed the strategic opportunities such as the revitalization of northeast China and rural revitalization to promote economic development and lay a solid foundation for agricultural modernization in the integrated development of rural industries.However,in the process of development,there are still constraints on agricultural and rural development.Promoting the integration of primary,secondary and tertiary industries is an effective means to realize the agricultural modernization,optimize the rural industrial structure and promote the rural economic transformation in Liaoyuan.The evaluation of the integration level of the development factors is of guiding significance to the integration development of the primary,secondary and tertiary industries in Liaoyuan rural areas of Jilin Province.First of all,through field research,interviews and questionnaires to further understand the basic conditions of rural industrial integration in Liaoyuan,the integration model of rural primary,secondary and tertiary industries were analyzed.Secondly,it analyzes the level of the integrated development of the primary,secondary and tertiary industries in the rural areas of Liaoyuan through the entropy method,the integration of rural industries in Liaoyuan,the development of agriculture and related industries,and the economic and social benefits of the integration of the two first-class systems have shown a good trend of development and an upward trend on the whole,this shows that the integration of rural industry in Liaoyuan province is getting better and better.But the overall level of integrated development is relatively low.Thirdly,in order to further study whether and to what extent the rural primary,secondary and tertiary industries in Liaoyuan have integrated with each other in the process of development,the coupling coordination degree is used to measure and analyze.By calculation and analysis,the coupling degree of each index is very large,and the coupling state among the elements in the system is also good.The coupling coordination degree of each index has experienced maladjustment,on the verge of Maladjustment,reluctant coordination and primary coordination,and the overall development trend is steadily good.Through the empirical analysis,we can further understand that there are five problems in Liaoyuan rural areas,such as weak industrial base,insufficient driving ability of agricultural management main body,insufficient awareness of agricultural brand development,shortage of talents and technology,and unsound policies and mechanisms related to industrial integration.Finally,in response to the question,this paper advances some countermeasures and suggestions for promoting the integrated development of rural areas from six aspects of consolidating the industrial base,deepening the development of the processing industry of agricultural products,cultivating the new type of agricultural management main body,creating the agricultural brand,cultivating the integrated talents of rural industries,and strengthening the guidance and service of the government. |
