At the21st century, the world has entered into the era of information economy. To increase core competitive capabilities and fulfill corporation business strategies, more and more enterprises attach importance to information technology and accelerate the pace of information technology innovation. IT strategic planning has become a hot topic and attracted more attention.This paper firstly discusses the relationship between enterprise business strategy and IT strategy planning, then analysis of the objectives of the IT strategic planning, planning content framework and implementation framework. Although it provides analysis and summarization of various IT strategic planning methodologies, it mainly focuses on the introduction to the analysis in recent years. Several planning methods discussed here are adopted widely and extensively by the large enterprises during its enterprise IT planning, such as IT investment analysis, IT governance and enterprise architecture etc. The main content of this paper is as following:The first chapter introduces the importance of IT strategic planning in the context of business strategy. It traces the historical development of IT strategy, bringing it up to the date both in terms of e-commerce and e-business development and the latest thinking on the strategic role of IT organization.The second chapter is concerned with the concepts and definition of IT Strategy Planning, discusses its objects, planning framework, contents, and expected outputs,the migration path and implementation methods, such as the organization setup processes are also discussed.The third chapter provides an overview of IT Strategy Planning evolution and major techniques, such as Business Strategy Planning (BSP), Critical Success Factor (CSF) and Strategy Grid (SG) etc. The IT strategy maturity models in terms of evolution phases are also covered. In the fourth chapter, this article focuses the more practical and operational level planning tools and techniques, which are widely, adopted by large enterprise IT planning in recent years. These techniques and tools includes:project portfolio management, enterprise architecture, IT governance and IT investment management etc.The case study chapter takes China Telecom Corporation (CTC) as an example to review the historical development of Business and Operation Support System (BSS/OSS), to assess the challenges, objects, contents and results of IT strategic planning of each phase:from97system initiative to CTG-MBOSS system construction, and finally evolve into a whole business model supporting system. Demonstrates the relationship between business strategy and IT strategy, and how IT strategy depends on corporation culture, enterprise internal IT capability (knowledge and resources) and external supply ecosystem (technologies and vendors’capabilities).This paper is limited to discuss the development of IT strategic planning on the existing frame, it failed to put forward corresponding planning for the dynamic IT strategic plan.
