The electric power is the national economy pillar industry and the electric power survey and design is the electric power construction key link, is the important strength that safeguards the electric power industry to develop continually. SPI is a large state-owned enterprise affiliated to CPECC. It mainly involves the electric Power generation plant, transmission line and substation survey and design. By entry WTO, competition environment has made changes essentially, globalization and information age has come. Company has to make cost down, develop individual product, grasp market information to join international competition. From the enterprise overall situation, the whole embark, uses enterprise each resources reasonably, Strategy information system planning becomes the advantaged measure of realization of enterprise long-term development and getting competitive predominance. In this paper, the construction process of information system in SPI, which is a typical electric design institute, is used as a case study, to show how to build an enterprise's information strategy by using the theory and the method of strategic management.The paper overall divides into 6 parts. The first chapter shows the significance of this study and give a brief introduction about the SPI; Second chapter reviews the IT strategy meaning and function and introduces SISP theory and method; Third chapter reviews SPI Corporation's construction process of the information system, which includes the background of the company, the motivation of the construction. Fourth chapter put forward the information strategy that is suitable for SPI, by using the method of strategic management. Fifth chapter shows she management innovation in information strategy planning; Six chapter is ending statement.The paper is trying to enrich the perspective and method on the study of enterprise IT strategy planning, according to the current theories together with the real operation management situation in SPI.
