Research On Citizen Participation In Land-lost Farmers’Social Security Policy Setting

With the rapid development of the economy and the acceleration of the urbanization, the contradiction between supply and demand of the land is getting obvious, more and more land has been used for construction other than cultivation because of the rising demand of infrastructure and industry, which inevitably produces a large number of landless peasants. Farmers will lose the most precious household wealth, the jobs for survival and development, the long life safeguard resources which can able to provide for the aged and the young when they lost their land. Under the condition of the growing number of land-lost farmers, long life of the farmers is still the biggest problem facing security problems. It has the vital significance to study the land-lost farmers’social security problems systematic, and discuss the countermeasures to solve the problem of land-lost farmers in this paper, to maintain social harmony and stability and national security. Meanwhile, How to maintain the basic living of the farmer stability and realize the sustainable development of the various undertakings is national universal livelihood problem what need to solve urgently. Therefore, treat the land-lost farmers properly, formulate the social security system reasonably, solve the problem of land-lost farmers livelihoods with efforts become the social development important issues and government policy.This paper is mainly to citizen participation as a starting point to explore the social s ecurity of landless farmer problems in the fields, this paper first reviews the relevant liter ature on the social security of landless peasants, and expounds the citizenship theory, citi zen participation theories and citizen participation at present. From the system arrangement, consciousness, action selection three influence of citizen p articipation has been discussed, and a detailed description of the status of citizen particip ation and the existing social security of landless farmers. On the institutional arrangemen ts, the government has the relevant legal provisions of the farmers the right to social secu rity, right to participation and participation system, but the system still has rights provisio ns are not clear, the lack of legal support, channel is not perfect, exist deviation etc.. In th e concept of awareness, attitude of the government of the citizen participation in the psyc hological care and elite consciousness wrong cognition, while the peasants legal idea and the rule of emotional coexist, right consciousness and hitchhike psychological game, sen se of participation and participation capacity is not matching problem. In the choice of action, the existence of government information is not open, expressing the interests of farmers, lack of social participation problems limit. Finally, through the analysis of interaction of government, farmers, social organizations and their institutional arrangements, ideas, action choice, so that promote the specific path of citizen participation in social security of landless peasants.
