As development of industrialization and modernization of China since Chinese reform and opening, urbanization has experienced a process of low starting point and rapid development. Comparing against demographic urbanization, land urbanization has developed too fast. Construction land has been utilized inefficiently. Some local government rely too much on land mortgage and land leasing revenue, causing extensive land use, therefore land resources are wasted.In recent years, many peasants lost their land because of land expropriation. They have no land, no jobs, and no social insurance, and it undermines social stability in the rural area. Each local government has issued policies and regulations based on local situation. The implementation of many social protection programs is considerably helpful to social insurance problems of lost land peasants. However, these policies and regulations cannot be promoted widely, because each policy has its specificity, and is limited by region. Through study of previous research, the author thinks that, previous research focus on social insurance problems of lost land peasants from a macroscopic perspective, compare different policies and regulations issued by local governments, and study the feasibility of many social protection policies and direction of how to solve social insurance problems for lost land peasants.This paper discusses the reality of lost land peasants in Qin Huangdao from three perspectives: one is from characteristics of lost land peasants themselves, social factors in China and current social insurance policies for lost land peasants in Qin Huangdao; the second is difficulties encountered during the process of establishing social insurance system for lost land peasants in Qin Huangdao; the last one is suggestions on how to solve social insurance problems for lost land peasants, and on making and implementing relevant policies and regulations.
