Since the reform and opening up, China’s great achievements had led to considerabledamages to Ecological environment and resources. In accordance with the precepts of thedevelopment of resource industries and resource-oriented Cities, which generally faced suchproblems as resources exhaustion, environmental pollution, single industry structure, difficultlocal finance, heavy employment pressure of laid-off workers, slow economic growth,strengthen of social destabilizing factors. Therefore, it had reached great aboard consensus inthose Resource-based Cities that the change of eco-economy and cyclic economy wouldamount to the best way to overcome those difficulties. Xingtai, a typical Resource-based City,was also in the important period, demanding to transform the mode of development.Based on the basic theory of resource-oriented Cities, this paper briefly introduced theConcept, formation, characteristics, classification and the shift of theoretical foundation ofresource-oriented Cities. With the study of Xingtai’s Current Situation and necessities oftransformation, and generalized the advantages, this paper summerizes main problemsincluding unbalanced industrial, bad employment, intensification of social conflicts andmismanagement environment. By listing several successful cases of resource-oriented Citiesat home and abroad, this paper provides experience for the later research of the futuretransformation development of Xingtai. At last based on above, on account of the mainproblems of Xingtai, this paper makes its countermeasures and suggestions concluding that,speeding up the leading industry, improving the urban functions, taking technologicalinnovation as a motive force, unifying employment, making scientific plans, aimingfor rational distribution of Xingtai, the resource-oriented Cities. This paper takes the analysesand propotions in Xingtai’s transformation as examples, providing a typical model of thesame genre for reference.
