Study On The Sustainable Development And The Industry Transformation Of Resource-based Cities

In recent years, with the exploitation and usage of energy, the word "Sustainable development" and "Resource depletion" appeared in the official documents and public media with unprecedented intensity, appeared in the people's debate. The sustainable development of Resource-based cities has become the the focus of the development of Chinese cities. The industrial structure adjustment of Resource-based cities,the study of ecological footprint,the behavior of government, enterprises and residents exploiting resources have become the focus of this article. Daqing city is a typical Resource-based city in China, it can reflect the sustainable development problem.In this paper, the main research contents are as follows:The first part: firstly, the industrial structure and the sustainable development theory, and the research status at home and abroad. Then, the petroleum resource type city in Daqing city and the industrial development history.The second part: introduced the Daqing industrial structure type(oil industry, petroleum industry, extend the industrial complex, emerging industries). Analysis of the existing problems of industry development in Daqing city(single industrial structure, the upgrading of the industrial structure, lack of innovation, the slow development of the third industry, economy, ecological problems).The third part: first, to the success of Germany Ruhr Industrial Area Detroit automobile city transformation and USA fading bankruptcy case, summarize the successful transformation of the Ruhr Industrial Area and the sustainable development of Detroit city and the experience, lessons and the development of industry recession, provide a reference for the transformation of Daqing city industry and city. Then, based on international experience, based on the local situation and national conditions, from the technical innovation, the traditional oil industry the second industry development mode, extending several development mode transformation, emerging industries development model of composite industry in Daqing city is analyzed to achieve industrial restructuring mode selection. Finally, by using the analytic hierarchy process to measure the level of new industrialization in Daqing city during 2007-2014, using the location quotient index to measure industry and disadvantages of Daqing City, and put forward suggestions for Daqing industrial transformation and adjustment of industrial structure.The fourth part, based on the above analysis, put forward to extend the industrial chain, the reform of enterprise tax policy support, a diversified industrial economy and financial policies, strengthen scientific and technological innovation, and actively develop the private economy, increase investment, strengthen ecological environmental governance policy recommendations. Carry forward the Daqing spirit, to enhance the city image quality, promote the transformation of Daqing City, industrial upgrading, the concentration of population and sustainable development.In this paper, taking Daqing city as an example to study the strategic measures of industry transformation of resources city and sustainable development, to develop, improve the industrial structure and the theory of sustainable development to provide a basis for Industry and city development of Daqing city policy, for our other resources city industrial transformation and sustainable development of the city to provide a reference.
