Ubiquitous energy net (UEN) is an intelligent energy network that integratesvarious energy and information technologies and complete the life cycle of energyutilization through energy production, storage and distribution, application, andrecovery under unified optimization, controlling and scheduling by ubiquitous energyoperation center. UEN is a new type of low carbon, intelligent distributed energysystem, which fundamentally change the traditional way of energy production andutilization. UEN provides a good solution to issues of energy production andutilization, energy saving and environment protection, and economy of investment.This thesis discussed UEN integration mode, system optimization method andtechnical indicators calculation methodology, taking a low carbon town as an example.Using DeST, the thesis completed plan design of UEN for the low carbon townthrough energy consumption simulation calculation, usable energy resource analysis,technical solutions comparison, optimization strategy of energy system operation, andtechnical indicators evaluation. The system includes basic energy network, sensingand controlling network, intelligent internet, and realizes cascade matching andutilization of “gas, power, and heat”, coupling of information and energy, optimalscheduling of intellectual resource and natural resource of the low carbon town, so asto achieve high efficiency of energy utilization, complete use of resource, andmaximization of economic value.Based on load analysis of the load side, UEN and ubiquitous energy station (UES)design on the supply side, and industrial plan of the low carbon town, the thesisconducts a detail analysis of energy saving and emission cutting of the low carbontown to determine the energy and environment indicators of the region that can beachieved in the future. Finally, the thesis estimates the investment of UEN of the lowcarbon town and its economic benefit, and gives sensitivity analysis.The conclusion is that, as a new energy plan theory, UEN will be a maintechnical route of future regional energy planning.
