The burning of fossil fuels is the primary reason for the increase of carbon. At theCopenhagen conference, the Chinese government has announced that carbon dioxideemissions per unit of GDP will decrease of40%to45%from year2005to2020. So Chinawill face the problem of how to achieve the transition to a low-carbon energy in order toachieve high-carbon energy emission reduction targets. Our current research in this areahas just begun. Therefore, this study appears to have important theoretical and practicalsignificance. The paper standing on the basis of domestic and foreign research, clearlydefine the meaning of low-carbon energy. Low-carbon energy guideline is the concept ofharmonious development between the socio-economic and ecological environment. Itsmain feature is low energy consumption and low emissions. Its basic means includeenergy clean technology and greenhouse gas emission reduction technology. And its goalis reducing fossil fuel consumption and greenhouse gas emissions. The essence of thedevelopment of low-carbon energy is building a clean energy structure and improvingenergy efficiency. Also the paper points out its basic features including clean energystructure, efficient energy use and low-carbon energy technologies.By comparative analysis, this article compares the energy use in China and somecountries of the world from two angles of the energy structure and energy efficiency.Then point out the problem of irrational energy structure and energy inefficient in China.On this basis, through theoretical analysis and empirical analysis, the article confirm thatthe irrational energy structure and energy inefficient deciding our high carbon economymode. Then the article is followed by analysis of the mechanism of high-carbon energytransition to low-carbon energy. From two angles of the energy structure and energyefficiency, through mathematical models and theoretical models in economics, analyzethe transformation mechanism. The analysis results show that the change in China’senergy endowment, fiscal policy and the price system can improve the energy structure,industrial structure, technological progress, energy prices and energy structure changescan improve energy efficiency, so as to promote the development of low-carbon energy. On the basis of the above theoretical analysis, the article selects years1989to2010asa research section, energy endowments, industrial structure, energy prices andtechnological advances as the dependent variable, considering how they can influence theenergy structure and energy efficiency by cointegration analysis. The results show thelong-term stable equilibrium relationship between energy efficiency and energy structure,technological progress, energy prices, industrial structure. Reducing the proportion of coalin energy consumption structure, improving the economic weight of the tertiary industry,raising energy prices can greatly improve energy efficiency, but technological progressdoes not improve energy efficiency. There also have a long-term stable equilibriumrelationship between the energy structure and energy prices, energy endowment. Raisingenergy prices and reducing the proportion of coal production has an important role inoptimizing the energy structure. This paper uses the error correction mechanism to analyzethe long-term cointegration relationship between energy efficiency and its influencingfactors and short-term dynamic adjustment process. The results show that the energystructure, energy prices, industrial structure, technological progress has no direct impact onenergy efficiency or the immediate impact of the effect is not significant, just indirectlythrough the long-run equilibrium cointegration correct changes in energy efficiency. Theimpulse response results show that the energy efficiency has a positive response to energyprices and the industrial structure and negative response to energy structure, the responseto technical progress is positive and negative fluctuations. The variance decompositionresults show that the adjustment of energy prices, improving energy structure andindustrial structure is of great significance for improving the energy efficiency, and merelyby virtue of the increase of foreign direct investment to achieve technological progress hascontributed little to improve energy efficiency.Finally, the article gives some suggestions including the implementation oflow-carbon-oriented energy strategy, adjusting the industrial structure in accordancewith the low-carbon-oriented, pushing forward the reform of the system of energyresource prices, and vigorously promoting the progress of low-carbon energytechnologies, and striving to improve the low carbon fiscal policy system.
