Social security agencies are in charge of providing social security services for thepublic, and its business process acts as an important role in the service. But there aremany problems exiting in the present business process, which seriously constrain theserving ability of Social security agencies. With the development of China’s socialsecurity, social security agencies are facing the growing demand for public services.In this condition, business process reengineering of the social security agencies isbadly needed.The article first uses standardized research methods to study the theory of BusinessProcess Reengineering, introducing the concept, methods, steps and guidingprinciples of the Government Business Process Reengineering. Then the articleanalyzes the existing problems in the business process of China’s social securityagencies on the basis of field research in different social security agencies. In orderto put forward executive proposals, the article then analyzes successful experiencesof the business process reengineering of Australia’s Centrelink. And then, the articlegives out guiding principles and methods for the business process reengineering ofChina’s social security agencies, and further make a case study of the businessprocesses in Shanghai social security centre, offering a detailed study of the mainbusiness process and additional administrative processes social insurance agencies ofthe to business process reengineering localization of experience as a practicalguidance for the business process reengineering of social security agencies. At last,the article argued a series of complementary measures which ensure the success ofthe business process reengineering, including building e-government, changing theorganizational structure, remodeling the service concept and constructing humanresources. The main contribution of the article is that it gives out feasible advices forthe business process reengineering of China’s social security agencies.
