Studies On Financial Policy Of Equalization Of Basic Public Service In Eco-county Of Jilin Province

Improving the equalization of basic public service is the essential way inprotecting and improving the people’s livelihood, and building a harmonious socialistsociety. It is important to narrow regional gap and promote regional coordinateddevelopment. In recent years, with the development of social and economic, ourcountry get a lot of improvement in culture, education, social security and otheraspects of the basic public services both quantity and quality level, and achieve theobvious results. However, rapid economic growth results in the imbalance of suppliesand demands of basic public service, and the increasingly highlighted in the socialcontradictions of basic public services unequally.The outline of the eleventh five-year plan in Four times of the tenth NationalPeople’s Congress meeting in our country is put forward to the classification of thenational development priority zones, the development of new land division in Chinacan be divided into optimized development area, important development area, limiteddevelopment area and prohibited development area. According to the division of thenational development priority zones, Jilin province is divided into importantdevelopment area, limited development area and prohibited development area.Important development area and prohibited development area can be defined aseco-county of our province. Because eco-county should bear more ecological function,and its economic development activities could be limited, its financial expenditurecapability of providing basic public services is reduced, it makes the county’s fiscalexpenditure scale can’t be satisfied with the people’s demand for basic public services,seriously damage the citizens of the people’s livelihood security and hampercoordination and orderly development of county economy.Based on the present situation of the eco-county’s basic public servicesequalization and the reasons of the diversity of the basic public services, I use thecomprehensive evaluation method to analysis the eco-county’s basic public service differentiation degree, and comparing with the equal basic public services of Jilinprovince and non-eco-county in order to understand the gap of these three aspects. Inthe basic theory of promoting equal basic public services and on the basis of domesticand foreign experience for reference, combining with the situation of Jilin provinceand the eco-county’s problems on promoting the equal basic public services, I putforward some fiscal policy suggestions on how to promote equal basic public servicesof eco-county. By constantly improving the public finance system, constructing thebasic public service system covering urban and rural areas, promoting social andeconomic coordination of long-term development.
