Study On The County Village System Reconstruction Based On The Equalization Of Basic Public Service

The fast development of urbanization has significantly changed the industry and citizen’s lifestyle. As a result, the village system reconstruction become a popular topic in the study of rural development, as existing village system cannot adept to the need for village development in the new era. However, the existing study on village system reconstruction usually applies the model of urban residential planning mechanically, the planning perspective is mostly on promoting centralize living and the massive migration and merger of villages. Consequently, the results of study cannot satisfy the need of people’s work, living and construction in rural area. In this essay, the methodology of village reconstruction is studied based on the perspective of optimize basic public service facilities. This has great meaning in accelerating the urbanization process; improving residence living status and life standards.This essay takes Fengxiang Town as an example and Chen Village as a classic town. A range of questionnaire survey, interview and field trips has been done in the town center and all administrative villages. The problems in village development are analyzed in depth based on existing village rating scale, space layout and basic public service facilities. Based on analysis of basic public facilities demand, the three level structure for village reconstruction in rural area and the optimized model that is suitable for the village population and space layout is provided. The following major conclusions are made.(1) In aspect of village basic public facility demand analysis, the demands for social wealth fare and culture and sport facilities are very high, the focus on education and hospital facilities are especially high. The demand for Facilities accessibility and the usage frequency and the travel method are closely related, and in some way affect the demand for basic public service facilities sorts and standards.(2) According to the study of basic educational facilities and facilities for elderly equalization configuration findings, we believe that "towns-Center Village-grassroots village" 3 level village system should be built. The population size was≥30000 people, 5000-10000 and<3000.(3) Combined with the status quo Fengxiang village space layout, according to the centralized, decentralized and hybrid three kinds of basic public services space layout mode, the village space layout optimization mode identified as the "Satellite" and "beaded style" two kinds.
