The so-called equalization of basic public services means gradually narrowing the gaps in basic public services between urban and rural areas, between different regions and between different groups, and promoting social justice. Achieving the equalization of basic public services implements the scientific people-oriented concept and is the inevitable requirement of building a socialist harmonious society. It is of great realistic and far-reaching historical significance to the all-round economic and social development. But, the equalization of basic public services depends on two aspects of the realization of the initiative: the central, provincial and the city finance, and the county finance. There are 2000 counties in our country. The situation of county finance will not only directly influence development and balance of county economy, but also all around county. Particularly in the trend of equalization of basic public services, how to optimize the structure of the county public finance has become a worth exploring issue. The paper analyzed the meaning, content and function of the equalization of basic public services; The public finance theory, basic content, basic characteristics, the concepts of county-level public finance. And from the following three aspects analyzed the difficulties of county finances in the trend of equalization of basic public services. This paper, while adhering to the people-oriented concept, discussed methods and approaches of building public finances from improving public budget management, improving the public financial management system at county level and developing rural economic, to discuss the optimization of the county public finance system.
