The Selection Of Science And Technology Policy And Collective Psychology Behaviors

Science and technology policy is the most important externalvariable that impacts the development of science and technology.It solves the main problems in the progress of technicaldevelopment in political approaches, which we called policyinstrument. The policy should carry through the aim and will ofthe state, so as to optimize the allocation of the resources andrecognition from the society. Moreover, the policy must be wellconsidered to meet the need of the state promptly and effectively.In consideration of the points above, this essay makes a studyin three types of policy instrument with different enforcementdegree. The category of policy instruments is made based on aserial of analysis on the issues of concept, classification andaction mechanism. The efficiency and the quality of the policyoperation is the cutting point of the analysis. In the study,the essay shows diverse benefit ratio of different policyinstrument; as well as discusses the relationship between thetechnical policy and collective psychology behaviors in theprospect of groups; also it analyses that the deviation betweenpolicy objective and collective psychological preferencehinders the operation of policy and brings damages back to thepolicy; Meanwhile this study reflects the problem of cost-benefit ratio in the policy implementation. In the end ofthe study, enumerate ‘The Recruitment Program of Global YouthExperts’ as the representative of a combination politicalinstrument, and based on the quantitative analysis of thisprogram, this essay explain the allocation of policy benefitbetween the state and the people.
