The cross-regional public engineering projects is a complicated systemengineering, in which the management and coordination is difficult. The successful ofcross-regional public engineering projects is closely linked with project organization.This paper analyzes the domestic and foreign related research status quo ofcross-regional public engineering projects, points out many problems of thecross-regional public engineering projects management, and the research angle of view,the cross-regional public engineering projects organizational operating mechanism, inorder to make the cross-regional public engineering projects system run orderly andefficiently, thus improve management level and efficiency of the cross-regional publicengineering projects, which is a necessary requirement to achieve cross-regional publicengineering projects target.To build the organizational operating mechanism of cross-regional publicengineering projects, the need to first establish the cross-regional public engineeringprojects organizational structure form. Based on the theoretical basis of organizationtheory, HWPS theory and C theory, combined with unique cross-regional publicengineering projects and project management problems. This paper constructed thecross-regional public projects form of organizational structure and on this basis, takethe organizational operating efficiency as the center of the cross-regional publicengineering projects organization, to build a research focus of this paper–theOrganizational Operation Mechanism of Cross-regional Public Engineering Projects.First, In order to build the cross-regional public engineering projectsorganizational operating mechanism model On the basis of the cross-regional publicengineering projects organizational structure form, And analyse the organizationaloperating mechanism model’s six basic content, cross-regional public engineeringprojects organizational system, organizational communication, organizational climate,organizational business process, organizational mode, organizational structure and soon are to be covered. Then, further to the cross-regional public engineering projectsorganizational operating driving force source, form (authority forces and contractforces) and its mechanism are analyzed; Around organizational operating efficiency’spromotion of the cross-regional public engineering projects, From cross-regionalpublic engineering projects organizational coordination and organizational optimization to dynamic analyse and adjust the organizational operating situation ofthe cross-regional public engineering projects. Finally, through the HongKong-Zhuhai-Macao Bridge of the cross-regional public engineering projects case toanalyse application in project practice.This paper acrosses the cross-regional public engineering projects organizationalgoal and through the understanding of nature of the cross-regional public engineeringprojects organization unceasingly thoroughly to improve the operating efficiency of thecross-regional public engineering projects organization, which is to research thecross-regional public engineering projects organizational operating mechanism.
