Faced with an increasingly tough competitive situation, in order to enable enterprises in market competition in an invincible position, project management is a very effective management ideas and methods. Same time as the technology advances, by external companies to provide professional technical services is an efficient, inexpensive way. The way that both company’s personnel will be closely integrated, is being increasingly used by large enterprises, which is called integration management.The existing theories of project management organization model are basically built on a single enterprise. For the integration of cross-enterprise project management environment, none of the above takes full consideration, and therefore cannot provide effective guidance.In this paper, in the context of cross-enterprise integration management, we established a brand new project management organizational structure, which is based on PMO and matrix organization model. Then we use fuzzy comprehensive evaluation method to assess the effectiveness of the organizational structure.Finally, we conducted a case study by selecting a representative enterprise as a validation object, and the cross-enterprise integration project management organizational structure has been validated. The conclusion is that integrated organizational structure for cross-enterprise project management is proved to be effective. It overcomes the shortcomings of current matrix model or PMO-based organizational model, to help enterprises to improve the success rate of cross-enterprise projects.
