Study Of Building Maintenance Funds Management System

Maintenance funds is special for the maintenance,update and reform of thecommon parts and facilities of a builing when its warranty has expired. It is aguarantee of keeping a builing in normal condition and increasing in value. Buildingmaintenance funds management system helps keeping a builing in good condition,extending its life, and improving its safety coefficient. Therefore, designing,improving and implement of maintenance funds management system directly relatedto the immediate interests of the urban residents and social harmony. China buildingmaintenance funds management system has established more than10years, and itplays an important role in residents life. Because of the subjective and objectivereasons, there are many defects in this system. This paper is to analyse the currentsystem and put forward some constructive suggestions.Since the building maintenance funds is to solve the material defect, this paperstudies the demand of material recovery and building maintenance according to therule of material change.Then analyse the evolution process of building maintenancefunds management system, grasp its effect in the social development, and understandthe cause of the problem in these regulations.Through the comparison of foreign maintenance funds management system andthe analysis of current system, the paper finds that the system in our country existsproblems such as continued paying procedures, apply for the use, structuremaintenance and difficulty in finding responsible persons of repair. Also puts forwardsome suggestions on judicial explanation of Property Law and other laws andregulations in related field. This paper also attempt to evaluate the performance ofpublic policies, and also analyse the performance of a city maintenance fundsmanagement system.
