Research On Performance Evaluation Of Project Founds Utilization Of The Countryside Junior Middle School Building Construction In Henan Province

Performance evaluation of project funds is an activity to evaluate the project decision-making,preparation,implementation,completion and operation of a certain stage or the whole process.Project performance evaluation should conform to the national laws,regulations and relevant departments to develop mandatory standards;to follow the principle of independence,objectivity,science and justice,establish a smooth and efficient information management and feedback mechanism.Fiscal funds play a leading role in national economy and society.It controls the operation of social capital.The use of fiscal funds has been the focus of financial work.Over the years,although the use of fiscal funds is beneficial to the development of society and the improvement of people's living,there are many problems in the use and management.Funds supporting system is not reasonable,The project of design is not scientific,the performance indicators are not perfect,the financial accounting system is not perfect,the social benefit is low,these problems affect the efficiency of the use of fiscal funds from different aspects.Therefore,research on financial performance evaluation is very important;it is great significance to develop the future social healthy.In order to improve the efficiency of fiscal funds as well as make it reasonable to use and play to the role of social capital,this article constructs the performance evaluation system through AHP(yaahp 10.0)and fuzzy comprehensive evaluation and give an example for analysis of performance assessment in Henan province rural middle school renovation project,we analyze the use of financial funds and the reasons for the problems,what is more,we put forward the corresponding countermeasures for these reasons.In order to use fiscal funds,we must improve the supporting mechanism and the measures for the administration of special funds and establish an effective financial accounting system,strengthen the supervision of the project manager,only in this way,can we promote financial growth.The process of capital management has very important practical significance.
