With the rapid development of the national grid, the traditional grid overhaulphysical reality can not meet the needs of production. In order to adapt to thesustained and rapid development of the grid, the State Grid Corporation proposed a“two changes” development strategy, which changes the development of the StateGrid Corporation and the grid.“three sets five big” is the major initiatives to achieve“two changes”.“overhaul” as an important part of the “five big” management system,involves the security and stability of power system operation. Its meaning is veryimportant. It makes a serious challenge to the company’s management to implementthe mode of integration of transportation and dimension. To change the traditionalmanagement mechanisms and to protect the company’s long-term survival and stabledevelopment, the company should build an advanced and reasonable performanceevaluation system to react efficiently operating conditions and trends the company,which can help the company making scientific decision.On the basis of comprehensive study of a large number of papers, it is found thatbalanced score card is a effective evaluation method in performance management.Selecting the balanced score card as a reference, this paper built a multi-level andmulti-index comprehensive evaluation index system according to the characteristicsof substation maintenance company, which is constructed from four aspects of workachievement, customer, internal operation, and learning and growth. By comparing avariety of comprehensive evaluation methods, this paper chooses the fuzzy analytichierarchy process (F-AHP) for the comprehensive evaluation of the performance ofsubstation maintenance company. This paper used AHP to determine the weight valueof the index system, and then used the fuzzy comprehensive evaluation method toevaluate the index system. Finally, choose a special substation maintenance companyfor the empirical research. In this part, the paper first evaluate the single factor of thesubstation maintenance company’s work achievement, customer, internal operation,and learning and growth, and then evaluate the substation maintenance company’sperformance. This paper verified that the index system is validity and comprehensive,and the integrated evaluation method is practical.
