Food is mankind’s survival and development of the most basic material conditions. How to ensure food safety, food security system built from "farm to table" and become the world’s governments, citizens of the hot issues of common concern.Food security as public goods, due to the presence of asymmetric information, externalities, leading to market failure, provided the conditions for government intervention, government as a rational economic man "in the food safety regulatory supervision of the" missingbit "," offside ", together with the factors of China’s food safety regulatory system, imperfect, and ultimately led to the failure of government regulation. Therefore, how to build an efficient food safety regulatory mechanism of the important issues of the contemporary.Food safety and government regulation as a starting point, based on economic theory and public management theory, the system is divided into four parts to the importance and necessity of the reform of China’s food safety regulatory system is described and analyzed.The first part is a part of the theory of government regulation of food safety, First of all, according to economic theory, explain the basic concepts of food, food safety, food safety, regulatory, and then according to the theory of public administration on food security as public goods, there is an inevitable market failure become inevitable, due to the existence of market failure, government regulation of food safety, but due to the absence of China’s regulatory regime and government dereliction of duty and other factors, eventually led to the government failure.
