| The floating population is a product of a specific environment in China’s urbanization and industrialization development,and at the same time,the floating population has great consumption potential.The floating population is increasingly becoming the third consumption pole outside of urban and rural residents in China.According to the analysis of statistical information on China’s national economic and social development in 2021,there are currently a total of 390 million floating population in China.The consumption of the floating population is affected by a series of consumption policies and the registered residence system,resulting in a relatively low consumption level.Compared with the fixed residents in the inflow area,the overall consumption level of the floating population is only80% of the non floating population.The proportion of floating population in China’s population is relatively large,and the consumption potential is enormous.This article sorts out literature on the study of pension insurance for mobile populations both domestically and internationally,summarizes and organizes the theory of the impact of pension insurance on mobile population consumption,the classification of pension insurance,the relationship between pension insurance and mobile population and their consumption,and studies the mechanism of the impact of pension insurance on mobile population consumption.Secondly,with the help of data from the China Labor Force Dynamic Survey(CLDS)in 2016 and 2018.Establish a model to study the effect of participating in basic pension insurance on the consumption of mobile population,and confirm the causal relationship between the two in overcoming the endogeneity of the model and excluding the influence of missing variables.Third,after excluding the impact of urban employees’ pension insurance,urban and rural residents’ pension insurance and commercial pension insurance in the empirical test,it still confirms the robustness of basic pension insurance to promote the consumption of floating population.Finally,by grouping by region,family medical burden,individual medical insurance participation,and family size,this study investigates the heterogeneity of the impact of participating in basic pension insurance on the consumption of mobile populations,and tests the intermediary mechanism from two channels: family savings propensity and family income level.The research results indicate that:(1)Participating in basic pension insurance significantly improves the per capita and overall household consumption level of the floating population to a certain extent,and this result remains stable and significant after controlling for model endogeneity,excluding measurement bias of core variables,using propensity score matching,replacing econometric models,and excluding the influence of other pension insurance types.(2)Regional differences,household medical burden rates,whether individuals participate in medical insurance services,and differences in family size may all affect the heterogeneity of basic pension insurance in the consumption of mobile populations.Overall,participating in basic pension insurance has a more significant promoting effect on the consumption expenditure of "weak families","heavy burden families",and "poor and vulnerable families" among mobile population households,It reflects the protection function of basic endowment insurance for social common prosperity;(3)Family savings tendencies and income levels are the main intermediary channels for basic pension insurance to promote the consumption of mobile populations.This article further proposes inspiration from improving the coverage and service efficiency of basic pension insurance for the floating population,improving the comprehensive policy design of pension insurance for the floating population,and emphasizing the consumption expenditure of the floating population group to ensure their shared development achievements. |
