Research Of The Government’s Effect Assessment To Promote The Development Of Industrial Cluster

In the trend of globalization, as a kind of development strategy to promote regional competition advantage, industrial cluster has been paid great attention to by academicans, Party committees and governments. Industrial cluster is not only an important phenomenon of the current development, but also a regional economic organization which was proved to be effective. The competition of economic development among the regions grows much more intenser in the international and domestic economic environment. To accelerate the transformation of development patterns, to seek new development path, and to produce a certain advantageous industrial clusters have been the hard and central tasks which Party committees and governments must take into consideration. Governments, as service providers to promote the development of industrial cluster, must implement scientific development, attend to study and formulate policies and planning of taking all into proper consideration, readjust and improve related policies and measures rationally, put forth effort to create hard environment for adapting to the development of industrial cluster, and also create good soft environment to promote the development of industrial cluster in respects of talent training, technology innovation, market conformity and promotion and so on.Qualitative and quantitative method is used in this thesis. From the study of system science mechanism of industrial cluster, we create a system flowgraph of industrial cluster from aspects of infrastructural facilities, talent training, scientific and technological innovation, marketing and so on. After analyzing the system flowgraph, we extract government’s effect and construct evaluation index system of industrial cluster competitive force. Because of the limitation of data, we simplify the index system of industrial cluster competitive force and adopt the analytic hierarchy process method to determine the weight of each index. Then, we choose three industrial clusters, Suzhou electronic information industrial cluster, Suzhou and Yancheng textile industrial clusters, to study and analyze the government’ effect, and compare them with each other. We draw conclusions that Suzhou electronic information industrial cluster and Yancheng textile industrial cluster are developing continuously, but Suzhou textile industrial cluster declined after 2008. The value of competitive force of Suzhou electronic information industrial cluster is the highest because of many supportive efforts from government. Although the development tendency of Yancheng textile industrial cluster is rising up throughout, the value of its competitive force is the lowest, because of the low level of Yancheng development and the insufficient efforts of government. Finally, we put forward corresponding policy for each industrial cluster.
