The frequently used B/S structure and the technology of Android and PHP as well as Window/Linux-based operating system and the MySQL database were used. After analyzed the current situation and functional requirements of the navigation system, and then designed, coded and tested, etc, the assay designed a mobile navigation system which is based on Intelligent WIFI scanning. The system can be managed by the administrators, it can look for the information of user location constantly, and the information of surrounding construction as well as the information of surrounding shops. This assay describes the design process of the system and the technology used by the various modules, and also makes a summary about the problem of the system.
