The rapid growth of the IT industry has driven the development all the traditional industry, maritime logistics included. The pattern of traditional maritime logistics has information asymmetry, which means that there is a information gap between maritime service requester and maritime service provider, leading to difficulty of communication between each other. This is because of the d ispersion property of the requesters and providers. The dispersion property causes information asymmetry, reducing the operational efficiency of the marine logistics industry. This paper gives a maritime logistics cloud service center established on the cloud platform to solve the problem.The cloud platform is a BIRIS-SSP, Smart Service Platform for Bilateral Resources Integration Service and the service center is a third party platform established on it. The service center gathers the marine logistics service providers and integrates marine resources, to provide a unified service for the maritime logistics needs. The service requesters will be served by just logining on the center, which improves the efficiency of maritime logistics.In this paper, the detailed demand analysis for the maritime logistics cloud service center is given. Firstly, the paper gives the introduce for Smart Service Platform for Bilateral Resources Integration Service, secondly the m aritime scene under the influence of traditional maritime scene and service center. Then the advantages and disadvantages is given. The use case diagram of the service center is given, and the documents related to the service center are identified, and the function, business process, overall structure, database and so on are designed.This paper also analyses the process of the construction of the service center and carries on the analysis of the service center structure, studies the component development process. Put forward the tools for reusable property, and make it realized. Apply the tools to actual development process of components and test the correctness of the tools.At last, the development of maritime logistics cloud service center is completed, and the specific process of implementation is introduce d, and the result of the system operation is presented.
