Taxi has become the main transportation vehicles for citizens because of its convenience and randomicity of waiting time and place. With the increasing demand for taxis, the flaw of the traditional curb calling cabs model gradually emerged. At the same time, with the development of technology, the use of third-party software has been explosive growth. The purpose of this thesis is to create a more intelligent smart taxi dispatch system.A new taxi dispatching system has been designed and implemented based on WCDMA/GIS intelligent scheduling in this thesis. The system combines the intelligent multifunction taxi terminal and intelligent dispatching algorithm which improved the traditional calling taxi model. This system contains the following parts:taxi terminal, dispatching platform and management platform. Vehicle terminal is an intelligent embedded device which is based on the Samsung ARM11 S3C6410 hard platform and WINCE 6.0 system, and it can realize the receiving and processing of GPS location data, transmission of the wireless communications and intelligent control of field devices. On-call platform mainly realizes accept orders for drivers, complete orders and cancel order for passengers etc. The process of mobile client is introduced in detail in this article, and the open interface to the third party developers is achieved based on REST. Dispatching center can complete the data transmission and interaction efficiently between the operation data from taxi and data from dispatching center through TCP/IP technology. This thesis utilized genetic algorithm in the optimization of intelligent dispatching system. Minimum customer waiting time of is considered a measure of ptimum path search, optimal path algorithm based on utilized genetic is researched and designed, and in the case of the rode in Nanjing including ten turning. The mathematical model for optimum path search of the rode is established, and finally, simulation experimental in MATLAB comfirmed the feasibility and correctness of the designed optimal path algorithm, which can arrange the empty taxis suitability, so as to reduce the customer waiting time (CWT) and empty taxi cruising rate (ECR), the running efficiency of taxi is increased.The intelligent dispatching system designed in this thesis can improve the operating efficiency effectively, which can reduce empty taxi cruising rate (ECR) and driving fatigue, and protect drive’s and customer’s lives and property security, increase the revenue of drive and taxi company, strengthen government and company supervision to taxi, reduce road congestion. The population of taxi can be under control in a certain degree, which can reduce emission of PM2.5, it can be one of the effective ways to construct green and scientific-technological city.
