With the rapid development of the national economy and improvement of people's material and cultural living standards, the urban transport problems are becoming seriously. Taxi has become a important part in the urban transport system for its fast, convenient, comfortable, safe and a wide range of services. Most of taxis supply all-day services, passages often wave their hands to embark the taxi. Passengers often wait for a long time to take a taxi, while the taxis often drive with no passenger, the empty rate is high. There exist the following problems in the development process of taxi: "passengers wait for taxis, while taxis looking for customer",the passengers wait for a long time, the empty taxi cruising rate is too high, the empty taxi cruising rate of some cities even can reach 47.4-51.3%, traffic congestion, environmental pollution. At the present time, the main way of dispatch is artificial using telephone, and dispatch interface is very single.A new taxi dispatching system has been designed and implemented based on GPS/GIS technology in this paper. The system gives a new taxi drivers cooperation calling taxi model that improved the traditional calling taxi model. The system included five parts:dispatching terminal, communication platform, calling center, SMS platform and dispatching platform. Dispatching terminal is an intelligent embedded device which is based on the Samsung S3C2440 hard platform and WINCE system, and the dispatching terminal can realize the communication and dispatching platform and on-site intelligent control. Communication platform accomplished the taxi GPS location information efficient upload based the I/O completion port technology. Calling center and SMS platform could realize the communication between the passengers and dispatch center, their main function was to obtain passenger's location and to let the dispatching system achieve automatic dispatching. The SMS platform received the message,then the dispatching center analysed the message and made the dispatching decision. Calling cente rwas responsible for telephone link, through the TTS technology and dispatching center module to realize the telephone automated voice dispatch, the whole dispatching process with no artifical intervention. On the dispatching platform, the paper designed a new grid dispatching algorithm, the algorithm used to group the taxis combine with GPS location information and GIS system grid information (both through the communication platform upload) to realizing the taxi efficient collaboration and dispatching in /between groups. This system can reduce customer waiting time (CWT) and empty taxi cruising rate (ECR), improve the efficiency of the taxi system.The system social benefits: elimination of no-load blind driving taxi, energy-saving and emission-reduction, reducing road congestion, reducing vehicle wear and tear,reducing driver fatigue, increasing the company's profit and revenue drivers and so on.
