Nowadays, electronic documents as a valid alternative to paper documents have become a media for teaching, work, business activities and other dissemination of information in this internet age. Confidential documents are very important resource for business. It is a very important issue to construct safety security system which protect the security of electronic documents, avoid it from unauthorized user accessing and dissemination, and achieve effective control of electronic documents.The main research contents in this paper as follows:Firstly, by introducing the concept of duty, authorized unit, the role based access control model is improved. Mapping between the duties and roles can better adapt to the multi-level, multi-department complex information systems. With the authorization unit combined with the role actor, users get permissions are mapped to that the role actor get dynamically permission. Ultimately this mechanism implements dynamic administrative privileges.Secondly, with the advantages of multi-threading technology, this paper presents an improved design of IDEA-ECB algorithm based on multi-threading technology.Improved encryption algorithm can effectively shorten the run time and improve CPU resource utilization. The keys used by improved algorithm are managed by the RSA encryption algorithm. This mechanism can overcome the key deficiencies in the management and improve the rate of file encryption effectively.Finally, this paper designs and implements the system of electronic document security management and control. Firstly we design framework of overall system.Secondly based on needs, goals and framework, we give a specific design ideas andmethods to propose and implement the main function of the system modules, such as file encryption module, the access control module, authentication module and database module give a specific design ideas and methods.The paper starts with the problem of electronic document security management and control, combining with data encryption and access control technology to study the document security protection methods, and constructs the framework of electronic document security management and control. System security, flexibility and efficiency are effectively improved by strict prevention and control. Final we design and implement an electronic document security management and control systems with controllable, trustable and manageable properties.
