With the development of Marine economy, a lot of sea-crossing projects about submarine cable and optical cable have been completed. The submarine cable safety protecting is an important task for submarine cable operating company. According to information statistics, trawl fishing and ship anchoring are the main reasons for the damage of submarine cable. However, the development of Marine economy makes maritime shipping, fishing, sea project construction and other Marine activities more frequently, they make the risk of submarine cable is even bigger. Therefore, protecting the submarine cable from sea surface target, developing the submarine cable risk monitoring system is the important mean to maintain the safe of submarine cable.This paper analyzes the current situation of submarine cable safeguard and the surface target monitoring at home and abroad. It proposes the surface target risk monitoring strategy based on the evaluating of ship anchoring and ship grounding behavior. System collects the ship static information and dynamic information from AIS(Automatic Identification System). The ship anchoring risk value is calculated by comparing the ship anchor weight with submarine anchor resistance, judging the ship speed and the distance between ship and submarine cable. The ship grounding risk value is calculated by comparing ship draft with minimum water depth of the ship and submarine cable intersection.The requirements and design of submarine cable monitoring system are stated. It adopts Java langue to develop system application program, utilizes Java library file(jts.jar) to figure out the distance between the ship and submarine cable, utilizes HBase(Hadoop Database) to manage the water depth data that is easy to read the water depth. In this paper the system design and implementation were described in detail.After the completion of development, the system has a test. The test result show the system can evaluates ship anchoring and grounding risk and give an alarm. Through associating risk solution with risk level and risk type, the submarine cable watcher will be able to locate the risk ship rapidly when the system evaluates the risk ship, then checks the risk information and risk solution, and handles the risk ship.
