Along with the globalization of the Web2.0, weibo has become one of the most important tools that sovereign states often use to carry out a new public diplomacy. It is the words and the positions that has become an important factor which has a significant impact on the ideology of netizen, on the Chinese domestic public opinion, and even on the political ecology. The communication strategy of the overseas agencies ’ Weibo concerns our countries’ diplomatic situation, even countries’ role and status that in the cyberspace of global.The thesis comes up with the theory of information society, takes 23 overseas agencies’ Sina-weibo as an example, uses the method of social network analysis, combines the action of audience with the international hot issues such as One Belt One Road and the terrorist event in Kunming, and states their communication strategy from the following respects: the linkage of weibo users, the discursive construction of weibo and the interactive mechanism of netizen. The thesis also explores further the dilemma that the overseas agencies’ weibos facing to and the meditation it causes, which hopes to provide a reference for our country to develop a well international relation. Because lacking of time and energy, datas mining in this paper is not deep enough, so it is with the analying of international situation. So, hope scholars give some criticism.
