Traditional project evaluation are mostly artificial operation, slow speed, low efficiency, complicated process, so how to make use of the rapid development of the computer technology for the selection of services, to further improve the management level and operation efficiency of work outstanding project selection, reduce operating costs at the same time, increase the demand for the design of assessment software research and development of outstanding project evaluation, ant its has become the development trend in engineering industry.This paper includes the following aspects:(1) This paper analyzes the background and current research of project evaluation, based on the selection of outstanding project’s specific business requirements and combined with the overall business process, puts forward the whole process of information operation scheme, including design of reporting, management, review and other sub process. And combined with the application of C / S and B / S structure, comprising the use of a variety of techniques HTML+CSS+DIV, JavaScript, nginx, smart client, constructed a relatively complete an outstanding engineering project evaluation system which including project reporting, management, expert review.(2) Analyzed from the operational level, consider the application of the project, we design and implementation of the Nginx+IIS architecture to meet the high user concurrent access, and made the stress test of static resource access. In the stage of project evaluation, considering the flexibility and the environment of the expert to the system, we designed smart client, which makes the system more humane and intelligent. During the period of voting, we designed an anonymous voting algorithm for meeting specific business requirements.Outstanding engineering project evaluation system is operating successfully, improve the evaluation work efficiency and management level, facilitate the project review, save time for the application user, standardized assessment document archiving, achieved the expected goals.
